On Aug 21, the 2025 ENR Global Top 250 International Contractors list was released. Shandong Hi-speed Group ranked 51st globally with an international contracting engineering turnover of $1.85 billion, rising 14 places year-on-year and ranking 12th among Chinese listed enterprises. It has made the list for seven consecutive years, setting a new record for local State-owned enterprises.
Facing global geopolitical risks and headwinds in 2024, the group focused on its "External Market Development Year" initiative, sending affiliated units overseas to seek business opportunities. It expanded into five new markets including Cameroon and Uzbekistan, signing 72 overseas projects with a total contract value exceeding 18 billion yuan. The Zrenjanin Expressway, its largest overseas single-contract project, was launched under the witness of then-Serbian Prime Minister Milos Vucevic and Lin Wu, Party secretary of Shandong.
In 2025, the group seized global economic recovery opportunities, with two key projects in Serbia opening to traffic and the first Chinese-aided complete construction project in Montenegro kicking off.
It also won a contract for Phase I of Sadr city, Baghdad, Iraq, marking a Middle East milestone. With 13 billion yuan in new overseas contracts in H1 (2.3 times that of the same period in the previous year), it will further boost project construction and market expansion to enhance its global competitiveness and "Shangao·Xing" brand influence, contributing to Shandong's high-level opening-up.
