Shandong Hi-Speed Group, in partnership with 15 esteemed domestic and international institutions, released the 2025 White Paper on Carbon Inclusion Development at the 30th UN Climate Change Conference, or COP30.
The document outlines China's shift from individual carbon reduction efforts to strategies spanning entire regions. It also discusses innovative practices and advancements in carbon inclusion across five continents.
The paper offers a Chinese solution for global climate governance by integrating public participation with industrial collaboration. As a key contributor to this approach, Shandong Hi-Speed Group highlighted its achievements in transport-energy integration and the low-carbon upgrading of infrastructure.
The company has explored a "transport plus new energy" model, establishing the country's first zero-carbon service area and smart expressway. These projects serve as a sustainable model for the transport industry domestically and internationally.
Looking ahead, the group aims to embrace a global vision for green development. It plans to enhance core capabilities in critical areas like road network energy conservation, carbon metering, digital accounting, and low-carbon construction. By creating a low-carbon closed loop covering construction, operation, and service, the company seeks to support China's dual carbon goals and the global transport industry's green transition.
